The Issues Of Assessment Of Financial Investments In Agriculture Development
The theoretical and practical issues of assessment of the financial assistance effectiveness for agriculture provided within the state programs are considered in the article. The difficulty of the state programs effectiveness assessment for the agro-industry development is pointed out since no one checks them in advance in practice. It is necessary to take into account a large number of factors affecting the enterprise efficiency level. From the point of view of evaluating the results of large state programs, it is quite possible to use randomized experiments. Most often, a randomized controlled trial is used in medicine as a type of scientific experiment in which its participants are randomly divided into groups in one of which the study intervention is carried out and in another (control) the standard methods are used. It is noted that randomization can reduce the influence on the result of the study of variables not registered, but spontaneously changing which can have an influence along with the independent variables whose influence is studied. This is important for conducting research without disturbing the natural course of events. It is proved that the natural course of economic phenomena and processes study calls for the experimentation. An experimental design for a linear model with three independent variables is theoretically considered. A comparative performance evaluation of using short-term loans by two agricultural enterprises is given, one of which attracts loans to finance spring field work, the other does not attract such loans.
