The Dynamics of Policy Implementing Online Transportation Quota Limits in Surabaya City

Industrial revolution 4.0 presents in the 21st century, as form of technological disruption that carry all its consequences. Its presence is therapeutic shock for transportation industry currently in Indonesia, which not ready to accept the industrial revolution 4.0. Online transportation was present in 2010 as form of industrial revolution 4.0. Its presence produces dilemma which has brought great changes with pros and cons. On the other hand the community accepts it happily and starts leaving conventional transportation and switch to online transportation. However, on the other hand the conventional transportation companies refuse the online transportation then do demonstration. They assume that the government does not stand with them as little people, but, only oriented to politics and give priority only to one group. To fill this gap the government made regulation the regulate the presence of online transportation and increase the welfare of the online transportation partners, such as to provide online transportation quota limits. The research aimed at identifying, exploring and analyzing the policy implementation that focuses on online transportation quota limits in the Surabaya city. This research approach uses a qualitative approach. To illustrate online transportation quota limits. Surabaya city was chosen as the research object because it is the second largest city after the capital city of Jakarta.
