Pedagogical Competence as Means of Developing the Professional Potential of the Teacher

To date, the result of vocational education should not be a qualification, but professional competence, as competence implies the presence of professionally important qualities, the higher level of training of the specialist.

In connection with joining the Bologna process aimed at the formation of the common European secondary and higher education zone, the relevance of the introduction of the competency-based approach becomes increasingly obvious. The conception of modernization of Kazakh education clearly determines the purpose of vocational education as the training of the qualified worker of the appropriate level and profile, competitive in the labour market, competent, responsible, fluent in his profession and oriented in related fields of activity, capable of effective work in the specialty at the level of world standards, ready for constant growth, social and professional mobility.

Kazakhstan is actively entering the area of activity of the Bologna Declaration, which dictates changes in the structure and content of the education system. The process of modernization of education is implemented through the adopted State program of education development in Kazakhstan for 2011-2020, which determines the terms of implementation and forms of transition to the updated content of education. Special attention is paid to the issues of training of highly qualified teachers, who are able to adapt to the conditions of growing dynamism and uncertainties and to be active subjects of the new educational practice - education throughout life.
