The Effectiveness Of Implementing Blm-Pump Program By The Group Joint Venture (KUB) For Fisheries In Coastal Beach Of Padang City

This article aims to examine several issues: to analyze the effectiveness of the implementation of the BLM-PUMP Program through KUB for fishers in the coastal areas of Padang City, to analyze their impact on fishermen's prosperity and constraints in the implementation of the program; and offers solutions to strengthening KUB capacity in empowering fishers in the coastal city of Padang. This research was conducted in Padang City with KUB location spread in some villages in the coastal area.The results of this study show that the fishermen empowerment program was less effective; this is because the purpose of the program is not all achieved. Of the three program objectives, only one goal is sufficient to increase the income of fishers, but the increase is not sustainable. The next aim is the continuity of the empowerment of fishers through the BLM-PUMP Program was not achieved due to a lack of attention from related parties.
