Formation and Development of the Scientific and Scientific-Technical Activity Systems at Universities

Abstract

In the context of the digital economy based on knowledge, innovation, and economic growth, the readiness to ensure mutual interaction between education and science is of strategic nature for each university. The purpose of the study is to examine the formation and development of the scientific and scientific-technical activity systems through the example of the Russian Federation.  In the study, a polynomial approximation is used to assess the maximum reliability of a flexible connection between education and research based on the methodology of the three main rankings: QS (conducted by the British company Quacquarelli Symonds), The Times Higher Education (conducted by The Times magazine) and the national Interfax agency ranking of the universities of the Russian Federation. As a result of the study, the positions of Russian universities in the international rankings were determined through the use of the composite indices calculated based on academic and scientific characteristics. The representative sample of universities was selected from the list of 100 Russian universities participating in the national Interfax agency ranking.  The subject area of universities is structured and divided according to the methodology of the international rankings. The results of the study confirmed the relevance of the formation and development of the scientific and scientific-technical activity systems of universities that implement the integration of education, science and production according to international standards.
